Recently, the leading work group of national combating infringement of intellectual property rights, manufacture and sale of counterfeit or substandard goods has released Work Focus on 2020 National Combating Infringement of Intellectual Property Rights, Combating Manufacture and Sale of Counterfeit or Substandard Goods (hereinafter referred to as the Work Focus), as per the requirements of Suggestions on Strengthening Protection to Intellectual Property Rights, will adhere to the principle of law-based governance, combining development with overall planning and coordination, promote coordinated law enforcement across departments, fields and regions, crack down on infringement, counterfeiting and criminal actions in accordance with the law, and improve the market-oriented and law-based international business environment.

The Work Focus has made working plan for 2020 national combating infringement and manufacture and sale of counterfeit or substandard goods, it involved in 7 fields and 35 items. The work focus points that, Chine needs to deepen the governance in key fields and supervision of goods, to strengthen the governance of infringement and counterfeit or substandard goods online, rural-urban joint market, as well as the link of import and export, to improve the protection of intellectual property rights for foreign-invested enterprises, to strengthen the protection of intellectual property rights, as well as the protection on the exclusive right to use trademarks and protection on other business logos, to strengthen administrative decision regarding patent disputes and actions on cracking down on patent counterfeiting, to conduct strict protection on copyrights and geographical indications, strengthen the protection on new plants species and supervision on market of grass seeds, to continue to legalize software, to improve harmless destruction, and to investigate and punish cases involving infringement, counterfeiting and taxation.

Also, the work focus underlines that China should intensify its criminal crackdown on illegal activities, i.e. infringement and counterfeiting, should fully perform procuratorial functions, deepen judicial protection, and strengthen the adjudication of cases involving key industries and fields of infringement and counterfeiting according to relevant laws and regulations. In promoting the construction of laws and regulations, China should promote the improvement of laws and regulations, promote the construction of credit system, should improve the linkage between the two laws, improve the assessment and evaluation mechanism, and promote inter-regional coordination. Further, China should also build a pattern of social co-governance, increase the intensity of information disclosure, strengthen the accountability of market subjects.
