In "Opinions", attracting talented people into the industry, multi-channel gathering talent, promoting regional balance of resource allocation and other aspects of new initiatives became one of the biggest highlights.
Changes I: attracting the best talent into the patent agency industry. "Opinions" allow graduate with science and engineering backgrounds reading over more than one year to enroll in the national patent agent exam. To do the work well of patent agency industry advocacy among college students and organize targeted exam training. To explore and establish the long-term mechanism of jointing training with university on intellectual property practice talent.
Changes II: multi-channel gathering talent.
"Opinions" suggested creating conducive environment for the smooth flow of talent, extensively gathering qualified talents into practice development of the patent agency industry. For persons both of a patent agent qualification certificates and certificates of legal professional qualification, their lawyer experiences can be considered as patent agency practice experience. For persons with the patent agent qualification certificates in businesses, universities and research institutes, patent work experience of the units can be considered as patent agency practice experience.
Changes III: promoting regional balanced of resources allocation. "Opinions" suggested guiding and encouraging medium-sized patent agency to open branches in areas of demanding regional patent agency services and patent agent talent shortage. To strengthen the management and supervision of branches and give full play to the positive role of the branch.
